Matching and regression are two different techniques. If you are looking for routines that perform (propensity score) matching, there are some routines that will run in Stata 7. First of all Edwin Leuven and Barbara Sianesi provide a Stata 7 version of the famous -psmatch2- program. It is called -psmatch27-. You can obtain it from Edwin's website. In net-aware Stata:
. net from http://www1.fee.uva.nl/scholar/mdw/leuven/stata
and then
. net install psmatch27
There is also a Stata 7 version of Sascha Becker's and Andrea Ichino's routines (-pscore-, -att*-). These programs can be downloaded from here:
http://www.sobecker.de/pscore.html
and have to be installed manually.

However, I think that the respective authors do no longer support and update these Stata 7 versions.
