Yes; if the file is mistakenly FTPd as TEXT rather than BINARY, what you describe is just about what I have seen. Make sure that the BNARY switch is set, since FTP clients may not know what to do with a .dta file. (Same goes for Word documents, Excel spreadsheets, etc.,. but those have proper MIME types, so FTP clients tend to know that they are binary).
