I would like to convert these repeated time panel data (pooled data)

3 82 0 1000
in the form of data of panel in series of time.
Data should be in long format:
id year sex inc

1 82 0 6000
2 80 1 2000
2 81 1 2200
2 82 1 3300
3 80 0 3000
3 81 0 2000
3 82 0 1000
