Suzy:  I have used inelegant coding like
svyset, psu(schlid)
svymean grp5, by(ethspec)
lincom [grp5]Mexican-[grp5]Other_la
lincom [grp5]Mexican-[grp5]black
lincom [grp5]Mexican-[grp5]white
lincom [grp5]Other_la-[grp5]black
lincom [grp5]Other_la-[grp5]white
lincom [grp5]black-[grp5]white
to obtain estimates of mean differences and their standard errors, 
and to compare the group means in a pairwise manner.  I ran this
code using versions 7 and 8.2.
