You have 3 factors:

time (fixed effect, within-subject)
drug (fixed effect, between-subject)
subject (random effect)

This design is a split plot, and

anova response drug / subject|drug time drug*time, repeated(time)

should do the trick, if you want a univariate repeated measures ANOVA.
