Alternatively, as a canned solution,
-serrbar- will get you most of the way.
Another canned solution might be to use -eclplot-, downloadable from SSC, with a by-option. If you install -eclplot-, then you can type something like

gene min95=mean-2*se
gene max95=mean+2*se
eclplot mean min95 max95 x, by(country sex, compact legend(off)) estopts(connect(direct))

and you should get an array of CI plots, one for each country and sex.
