st: time-series operators in xtreg and xtregar

Why is it that I can use time-series operators in xtregar but not in xtreg
(Stata 7)?  That is, I can estimate

xtregar dep1 l2.indep1

but I cannot estimate

xtreg dep1 l2.indep1
