Nothing OT about this at all. 

Try 

program winedt
        version 8
        * discard
	  if "`*'" != "" local file "`c(pwd)'\`*'"
        winexec "D:\Programme\WinEdt\WinEdt.exe" `"`file'"' 
end

Evidently we need a volunteer to write a WinEdt section 
for this FAQ....
