You may want to see how Danny Pfeffermann, Hebrew University,
used weights with MlnWin to fit multilevel models to data
obtained with a complex sample survey design.  Pheffermann's
article appears in JRSS, Series B, 1998, 60, 23-40:  Weighting
for unequal selection probabilities in multilevel models.
