In TextPad, get into the Configure menu. Then click on Preferences->Tools->Add. Then add a command line like that for your Stata shortcut. (You might want to make the "Initial Folder" option equal to $FileDir so that Stata always starts in the directory containing your current file.) After this, you should be able to run Stata using the Tools menu.

TextPad has a good on-line help of its own, which should help you a lot. Try the menu sequence Help->Help topics and type in the keyword "tools". You might also like to associate file extensions such as .do and .log with TextPad, so that, if you click on a do-file, then it opens it in TextPad instead of running it.
