st: SSC archive updates and outage

There will be no updates of the SSC archive (accessed by Stata's ssc 
command) during my absence from Boston 15 November-3 December. Materials on 
the archive will not be accessible from 0600 EST Friday 29 November due to 
a power shutdown on campus that day. Service should be restored on Saturday 
30 November.
