I think you want the angle(vertical) option under -xlabel- . An example:

. sysuse uslifeexp

. keep if year>1994

. twoway (line le year), xlabel(, angle(vertical))

Vertical labels can be harder to read. An alternative for a long time annual 
time series is to label only, say, every fifth or tenth year.
