StataCorp will have the authoritative last word, of course, but I'm guessing
that if X isn't mentioned among the announcement Web pages or in the Stata News
bulletin, then X isn't part of Stata 11 as-shipped next month.

So, things like Unicode (which seems as if it would have triggered the need for
a new file format if anything would), Mata integers, Kenward-Roger and whatnot
apparently weren't far enough along to make the 11.0 release cut-off date.
