I believe this is a windows question. Program association for specific files by extension can be changed when you right click/select the file and get to the properties. Change the program to open with to Stata 9.0 by browsing to the correct stata.9 exe file. And that should be it.

You should be also be able to right click and select 'Open With' and select a program to open the file. Usually the previous procedure of associating a program with the extension by selecting properties will work fine all the time. But its permanency and ability to open other files of the same extension is iffy.... after all it is windows.. Hope it helps.
