Is there a way to improve Stata graph resolution? I previously saved it
and edited it in paint software but the resolution does not seem to match
the standard for publication in a journal and the editor wants me to
improve the resolution.

Use the .eps format when you save the graph. Avoid editing after graph creation by using the features of Stata's graph language to produce the graph you really want in the first place. Michael Mitchell's book (available from Stata bookstore) may be helpful here.

"Paint software" usually works with 72 dpi objects, and when scaled to any other resolution will have undesirable artifacts. PostScript is scalable to any resolution.
