If you have discrete X-values, you can produce data shaped like this:

X mean CIlow CIhigh
x1 ... ... ...
x2 ... ... ...
etc. etc.

From that you should be able to create a twoway-overlay plot with two plots. One is a bar of the means, second is a rbar (rangeplot using bars) with CIlow and CIhigh as yvars.
It might be necessary to play around with gapsizes etc. to make it readible.
