Set the first projection date
-----------------------------

        ^projdate^ #1 [ #2 [ #3 ] ]

sets the first projection date for scenario generation.  The date is
specified according to the current ^period^ and ^datevars^ settings.
For instance,

        ^projdate 1995 7^

would set the first projection date to July 1995.
