Testing Equality of Two Brier Scores

Description

Tests whether two Brier scores are equivalent.  Should only be used to compare
brier scores that are themselves not statistically significantly different
from the outcome (see @brier2@).  See DA Redelmeier, DA Bloch, and DH
Hickam (1991), "Assessing Predictive Accuracy: How to Compare Brier Scores",
Journal of Clinical Epidemiology, 11, 1141-1146.
