Ziad had trouble posting this.
Here is an answer. The message means what it says: you can't install
that way, because the place you are trying to access is not set up
properly, as it lacks a stata.toc file.
However,
net install http://kk-adofiles.googlecode.com/hg/motionchart.pkg
works OK.
