I have no problems with Stata 13 but I do get the same error using Stata 12. Perhaps Kit could have the file saved in an older Stata format so it would be accessible to more users.

subcommand works, but it seems simply to be the case that the .dta
file is in Stata 13 format. I have not upgraded yet, but I used Sergiy
Radyakin's -use13- (SSC) to access the file in Stata 12, typing

. use13 http://repec.org/docs/sschotPPPcur.dta

and this works perfectly.

Could it be that the command -ssc hot- is broken? I am receiving the
