Student's t test (by a very long-standing convention t here is always
lower-case) is, in this context, for comparing two means. As you have
5 regions, comparing means of consumption is, on the face of it, more
a matter for the analysis of variance, leading to F tests. That leaves
scope for individual means post hoc, but literature under the heading
of "multiple comparisons" flags both the possibilities and the
problems.
