Thanks Steve, that clears things up quite a bit.

Given that, is there any way to generate the appropriate predicted
probabilities for a given case (or specified set of covariate values)
and group membership to speak to the general question?  Alternately,
is there a better way in Stata to specify a logit model with several
thousand fixed effects, only including groups with at least one
positive outcome, that can handle these sorts of predictions and
substantive interpretation?
