To my knowledge, the Jeanty's -spwmatrix- command can be used to generate an inverse distance squared spatial weights matrix using projected latitudes and longitudes while (rook or queen) contiguity matrices can be easily created (as .gal files) using the GeoDa software (https://geodacenter.asu.edu/projects/opengeoda). Once a .gal file has been created, you can use -spwmatrix- to easily import the contiguity matrix as a Stata matrix or as a permanent Mata file.
