st: second set of x-axis labels for a scatter graph

Hello all,

I'm wondering if there is a way to add a second set of x-axis labels to 
a scatter graph. Currently, I have x-axis labels that list a letter 
followed be a country (i.e. A. China). My goal is to have "A." listed 
horizontally and "China" listed vertically.
