Thanks for your reply.  Yes, -xtreg y   ib1999.year#c.x  ib1999.year,
i(id) fe- have the same problem.  Still 2001 got dropped.

But -xtreg y   ib1999.year##c.x,  i(id) fe- works.  x is
time-invariant in my model, so I didn't want to include it as as a
level term, but even if I included it, it would just be dropped by
Stata.  So your second method works good.
