There is a reason why the web pages describing these modules suggest that Windows users will probably not be able to do what he suggests. A firewalled environment will almost surely prevent you from downloading .hlp files for security reasons, as it will consider them Windows malware. (Many correspondents on this list cannot even emall a .hlp file to me without it being stripped from the message by their firewall unless they use some subterfuge). What I would recommend is to download the materials to a computer outside the firewall, take note of their location (which tryem will tell you after install) and then move the files to the equivalent directory on the other computer using a USB key.
