Most panels containing the same years is not the same as a time period being there for ALL panels, which is what is saying is not so. Try

. tabstat year, by(year) stat(N)

and see how many Ns in that list are equal to the number of panels in your data. For xtpcse to work, the number of years for which N = number of panels must be several if it is to compute a covariance matrix.
