I have two thoughts on this:

If you got Stata 11 and Stata 12 comes out, you can still use 
Stata 11 as you obtained a perpetual licence. So if you think
you can do what you want with Stata 11, then there is no
need to upgrade. Since I obtained my versions of Stata through
my department, there has often been a substantial lag between
the time that a new version came out and the time I obtained 
it, and in most cases that has not been a problem.

When Stata 12 comes out there will usually be a reduced price
for upgrading to 12 for those who bought Stata 11 not too long
ago.
