My guess remains that the difference lies in the header material in the first few rows of your spreadsheet and how different operations can cope with it.

Thank you Nick and Ronan,
The csv file still contained all the data.
After reading some of the references you sent me, I entered the csv. 
data by copying it from excel and pasting directly in the stata data 
editor and it worked. It had not worked using insheet command.
