You should have at least 20 clusters and your smallest cluster should be at least 5% of the data (i.e. 20 balanced clusters, or more unbalanced clusters; see e.g.

I cannot read the pdf to which you link (Acrobat gets stuck after a few pages).
This is not the first time you have linked to this file and each time I had the same problem.
Quite some time ago I downloaded the file (same presentation date) but I don't remember from where. And that file creates no problems.
The reason why I download each time you link is to see if it is the same presentation or an updated one
