Thank you so much for the suggestion.  That was an easy approach to solving my problem, and even as a newcomer to Stata, I was able to do this.

As far as I understand, the -apc- commands are wrappers around -glm- commands with some equality constraints. The easiest way might be to "unwrap" them and run the bare -svy : glm- with the necessary constraints.
