Does your command -summ y, by (time)- really run without producing an error?

when you use collapse and examine the mean values they turn to be
different from the original set when using the by option.

So for example if you have a time series and it is a monthly data so
you will go:

summ y, by (time)

when you collapse your data and use the mean option your result won't
be the same. Is this correct?
