As -ssc desc fmlogit- shows, citybudget.dta is an ancillary file for  
that package, which you must ask for separately.

. net get fmlogit
checking fmlogit consistency and verifying not already installed...
copying into current directory...
        copying citybudget.dta
ancillary files successfully copied.
