-egen, sum()- is undocumented as of Stata 9 upward, but remains available for those who want it. Making it available only under version control would have as a main consequence disadvantaging longstanding users who would have to unlearn a little habit, or edit their do files or programs accordingly. That might include me.

Personally, I hate it when commands stop working except under version control. I don't even like it when they stay alive but become undocumented. Like Nick says, you get used to doing things a certain way, and it can take some effort to figure out what the new and improved name for something is. Perhaps in the long run it is good to have a new and improved name, but I don't see any great need to make the old name non-functional.
