st: sort order for hbar over

The data are the population of counties in different age categories. 
app is a categorical variable for Appalachian counties coded 0|1. This 
produces the answer I am looking for, but I want to put the bars for 
app==0 and app==1 next to each other and so on for the other four age 
groups.

That is, the first two bars would be the variable "under" for app==0 
and app==1, followed by two bars for p18, and so on. Thanks!
