st: SSC file update and addition

Thanks to Kit Baum, a module to provide US state and county spatial
weight matrices been updated on SSC. There was an error with Florida
county weight matrix.

In addition, -china_map-  has been added to the SSC .  This is set of
Stata datafiles for use with Maurizio Pisati's -spmap- to map China's
provinces.
