st: Updated -bic- and -optifact- on SSC

Thanks to Kit Baum, updated versions of bot -bic- and -optifact- have 
been release to ssc

-optifact- finds optimum versions of summated rating scales.  The new 
release allows processing of large numbers of items

-bic- performs Bayesian Model Averaging (post-estimation).  The new 
version produces the posterior coefficient as well the the probability.
