You can get "rental" copies of HLM 6 for short term use for less
(including a free 15 day trial version), or see if it's available at a
computer center near you. 

winBUGS is really, really fantastic but it's going to be unhappy with a
dataset the size of the one you have. There are some other MCMC
solutions available in R. Learning curve costs on these solutions are
substantial.
