You can use weights, although in multilevel framework, it is worth
figuring out weights at different levels; and you can use -cluster-.
So effectively it does the more important parts of the survey
estimation, although you'd have to compromise some of the efficiency
gains from stratification, you don't have exceptionally high sampling
fractions... and you cannot actually use -svy- to prefix it with.
