This information is incorrect. I just opened up my Stata/SE 9.2 running on a machine with 2GB of installed RAM and Windows XP Pro (32 bit) and was able to allocate 1400m of memory. That's about double what you claim is the limit. I find that I can pretty much always allocate over 1000m and, with a clean start, 1400m is do-able.
