with a 4 CPU license on a 2 CPU computer:

Yes, Stata/MP will detect the number of processors or cores on the system.
In David's case, even if he has Stata/MP with a 4 CPU license, it will
know it is on a 2 CPU system and will only try to use those 2 CPUs.  David
would see the same increase in performance on a 2 CPU or dual core laptop
as he would if he had a 2 CPU license for Stata/MP.
