Sorry for troubling the list with my 
earlier question about manual rotation 
of factors.  I believe I have found the 
answer in Example 5 on p. 441 of the MV 
Reference Manual for Stata 9.  

For those interested in the topic, the 
example creates a target matrix W, 
consisting of ones (for desired high 
loadings) and zeros (for desired low 
loadings).  Then Stata allows one to 
rotate toward the target matrix W with:
. rotate, target(W) horst.
