-est_expand- is an undocumented tool which is part of official Stata. On
my system:

  . which est_expand
  C:\Program Files\Stata9\ado\base\e\est_expand.ado
  *! version 1.0.1  17jan2002

My guess would be that there is something wrong with your installation.

PS: Note that -oaxaca ..., fixed- may be typed if all regressors be
assumed fixed.
