I don't know if it the answer you expect but using the command tsset as follows:
tsset quarter year (in your case), quarter is automatically specifyied as the time period associated to each country,

Hi,
I would like to submit the following question to the FAQ statalist.

I have a large data set of different countries across a time period. I
want a command that would be analogous to
by country: tsset quarter
quarter is the time variable. tsset doesn't support the "by" command.
Does anyone know a command that would time set my data by country? Thanks!
