I can't comment on Systat. 

In Stata [sic] fitting surfaces in a 3D space could 
be done in various ways, notably using -regress- or 
-nl-. 

What Stata is short on is any graphics for showing
the results that is of publishable quality. For
this you would be better off elsewhere.
