There is a "noiytick" suboption for by() :

twoway scatter rep78 mpg, by(foreign, noiytick)

Another way, rather than reducing the length to zero, would be to remove the
color of the ticks:

twoway scatter rep78 mpg, ylabel(, tlcolor(none)) by(foreign)
