True, but less, I think, a cultural difference than a difference of software and documentation. A few days with the Stata manuals puts you in good shape to start doing all sorts of complicated things, while a few days with the R documentation leaves you a bit flummoxed. My experience, anyway. The R list is also a bit wilder, with a typical statalist post asking how to reshape, estimate a slightly complicated model, etc., and a typical R-list post asking about neural-network backwards minimum unlikelihood estimation, or some such thing.
