I solved my own question with help from the archives, so I thought I might
as well post a solution:

:In STATA9, how do I shade the area between two xlines?
:tsline DT DTnl, lwidth(medium thick) xline(1905 1921, lpattern(dash))

gen c=30 if year>1904&year<1922
lab var c "competition"
twoway (area c year, bcolor(gs15) base(-20)) (tsline DT DTnl)
