It's in SSC:
"'VARCASE': module to toggle the case of variable names / varcase toggles
the case of variable names, from upper to lower / or from lower to upper,
whichever is appropriate. It checks to / see whether toggling the case
will create an unused variable / name, and handles such conflicts"
