No idea why you're having problems with this: indeed "ssc install" does not work, since there is no ado-file to install for this package. But "ssc desc" followed by "net get" works for me:

The files are large, but not that large. Scott had first provided a single zip-file and I suggested that he break it up into two files to make them easier to download.
